The Jo Allyn Lowe Park is a 31-acre park containing an arboretum, restrooms, drinking fountain and several picnic tables and two picnic shelters. A handicap-accessible fishing pier sits at the south end of the lake. Many different species of ducks and geese populate the park and lake. The large arboretum features hundreds of species of trees, many planted in memory of loved ones or organizations. In 1987 and 1988, the G.L. Potteiger cabin was moved to the park and carefully restored. The cabin was originally built north of Wann in the late 1920s by G.L. Potteiger and Joe Washington, a Delaware Indian. This Delaware Indian log cabin, with its half dovetail notching on the logs, is furnished and maintained by volunteers from the Bartlesville Historical Society.

Walkers and joggers enjoy the many paths that surround the lake in the park. Abundant wildflowers and flower gardens change with the seasons. The path on the northeast side is adjacent to the Pathfinder Parkway, a major pedestrian and bicycle network for the entire city. Handicap parking is available in several locations.
