Oklahoma Elder Exploitation and Abuse Act Becomes Law

As a part of its 2025 legislative agenda, AARP Oklahoma successfully advocated for and received passage of the Oklahoma Elder Exploitation Abuse Act. Known as Neil’s Law, House Bill 1566 establishes a civil action for incapacitated and vulnerable adults, allowing them to pursue claims against individuals who have abused, neglected, or exploited them. The claims may be brought by the vulnerable adult, or on their behalf by a designee, in any district court within a county in which the adult lives or lived at the time of the act.

House bill author Rep. Collin Duel (R) – Guthrie, said, “This bill is about protecting our elderly and the most vulnerable among us, sending a clear message that their abuse, neglect, or exploitation will not be tolerated.”

“This measure ensures those who exploit, neglect, or abuse elderly or disabled Oklahomans are held accountable, but most importantly, it extends additional legal protections to our most vulnerable populations,” Sen. Darrell Weaver (R) – Moore, said, “This is a critical protection for those who are often unable to protect themselves, and I look forward to seeing this important bill become law.”

Duel and Sen. Weaver for their dedication to this crucial issue and look forward to the positive impact Neil's Law will have once enacted."

House Bill 1566 will take effect Nov. 1.
