2023 Allegheny County Executive Election Voter Guide
An elected County Executive governs Allegheny County. The general election for the Allegheny County Executive will occur on Tuesday, November 7, 2023.
AARP Pennsylvania is dedicated to ensuring that Allegheny County voters 50-plus know how to register to vote, where to vote in person, what the rules are for mail-in, absentee or early voting, and key dates for voting.
While AARP Pennsylvania strongly encourages people to get out and vote for the candidates of their choice, we do not have a political action committee for donating to candidates, we do not endorse or oppose candidates or contribute to any candidate or political party.
Our goal for the Allegheny County Executive election is simple: to ensure Allegheny County voters 50+ and their families have all the information necessary to make their vote count.
Here are the key dates regarding the November 2023 County Executive election:
- Last day to register to vote: Mon., October 23, 2023
- Last day to apply for a mail-in or absentee or mail-in ballot: Tues., October 31, 2023
- Last day for the County Board of Elections to receive voted mail-in or absentee ballots: Tues., Nov. 7, 2023 – must be received by 8PM to be counted
- General Election Day: Tues., Nov. 7, 2023 – polls are open 7AM to 8PM
Who are the candidates running for Allegheny County Executive on general election day?
County Executive Rich Fitzgerald, who has been in office since 2011, is term-limited, so he cannot seek reelection to another term and will not be on the general election ballot. The Pa. Primary was held on Tuesday, May 16th the candidates who will appear on the ballot on Nov. 7th are as follows:
Democrat:
- Sara Innamorato, Former State Representative for Pennsylvania’s 21st House District
Republican:
- Joe Rockey, Former PNC Executive

What other races are on the Allegheny County primary election ballot?
In addition to the County Executive, the Nov. 7th, 2023 Municipal Election will decide races for:
- County Controller
- District Attorney
- County Treasurer
- One open County Council at large seat
- County Council Districts 2, 5, 6, 7, 10, 11 and 13
- City of Pittsburgh Controller
- Members of Pittsburgh City Council in Districts 1, 3, 5, 7, and 9
- School Directors in Districts 2, 4, 6, and 8
- Some Magisterial Judges
- Some local school directors and municipal offices

How Do I Return My Mail in Ballot?
To make sure that your vote is counted, be certain to follow the instructions that come with your ballot. Don't want to mail it? Consider returning your ballot to the Elections Division on the 3rd floor of the County Office Building on the corner of Forbes Avenue and Ross Street downtown. The address is 542 Forbes Avenue, Pittsburgh, PA 15219.
